A Voss and Pike Casefile: The Early Days
Section 6: The Rail Requests
A ring binder, QUAY - CORRESPONDENCE, three requests for a railing in fourteen months. The replies, in order: noted. Scheduled for review. No budget available in this cycle.
Clipped to the last, a reply from the office of the council's Strategic Adviser: "Accessibility concerns are best addressed through individual support plans."
Jonah read it twice. "So the edge isn't the problem. The person who might fall off it is."
"That's the sentence she was fighting," you said. "Take the hazard out of the world and put it in the individual. It's cheaper. It also sounds kinder."
Three requests for a railing in fourteen months, answered with "noted", "scheduled" and "no budget" - and a council reply recasting a hazard in the environment as a matter for "individual support plans".
